Italian DAB+ Matures: 14 Million Receivers, Networks Cover 90% of Population

The Italian radio market is undergoing a significant transformation. Digital terrestrial broadcasting of the DAB+ standard in Italy has definitively left the experimental phase and entered a period of full industrial maturity. According to current data, approximately 14 million receivers are already active in the country, with this number expected to exceed 15 million by 2027.

The automotive industry is a key driver of this development. Since 2020, a European Union directive mandates that all new cars be equipped with a digital receiver, which in the Italian context means an increase of 1.5 to 1.6 million compatible vehicles annually. WorldDAB now ranks Italy as the third-largest market in Europe, directly behind countries that adopted digital radio earliest.

The state of the infrastructure confirms the stability of the entire ecosystem. National networks currently cover over 90% of the population, and local networks have almost completed the implementation of their technical projects. The maturity of the market is also evidenced by a paradoxical problem: in regions such as Veneto, Tuscany, Lazio, Campania, or Apulia, the demand for broadcasting capacity already exceeds available resources.

Italy's communications authority, Agcom, has responded to the situation by conducting an in-depth market survey in 2024 and 2025. The authority is now considering whether existing regulatory criteria, such as measuring signal penetration in buildings (indoor), are still relevant.

“It is appropriate to consider whether this limitation risks unduly prolonging the ramp-up phase, while real consumer trends are increasingly oriented towards mobility,” states Agcom in its report.

The strategic importance of DAB+ is further underlined by the decision of the Ministry for Enterprises and Made in Italy, which is gradually releasing the VHF-III band (174–230 MHz) primarily for digital radio. Digital broadcasting is thus no longer perceived as a mere supplement to the FM band but is becoming the future core infrastructure of the Italian airwaves.

Thanks to the completed networks and stable broadcasting consortia, the market has transformed from a building phase into a platform with high competitive pressure. The entire process is also supported by a revision of the regulatory framework, which aims to better reflect the current state where digital radio broadcasting constitutes a structural component of the media landscape.
