The Council of the Czech Telecommunication Office (CTÚ) officially approved its annual report for the past year at its meeting on April 17, 2026. The document summarizes the key activities of the office, which in 2025 definitively transformed从a purely telecommunications regulator into a multidisciplinary supervisory body focusing on the digital economy and artificial intelligence.

One of the most significant milestones of 2025 was the government's decision of May 28, which designated the CTÚ as one of the market surveillance authorities under the Artificial Intelligence Act (AIA). In this context, the office has already established an expert team and initiated cooperation with academia, especially with the Czech Academy of Sciences and the Faculty of Law of Charles University, to clarify future competencies in controlling AI systems placed on the market.

In the field of electronic communications, the office focused on improving mobile signal availability in rural areas and supporting investments in high-capacity networks. According to the report, the total volume of infrastructure investments last year reached over 20 billion Czech crowns. The office also completed the sixth round of analyses of wholesale voice termination markets and submitted a new Radio Spectrum Management Strategy to the government.

“For us, 2025 was not only a year of active performance of current agendas but also another year of preparation for the rapidly transforming digital environment,” the report states in its evaluation of key activities.

The postal services agenda in 2025 primarily involved monitoring the new five-year postal license. A key achievement was the completion of the notification process with the European Commission, which enabled the payment of compensation for the net costs of providing universal services to the license holder. In parallel, the office participated in the preparation of legislative changes to the Postal Services Act.

Significant progress occurred in consumer protection and agenda digitalization. The CTÚ issued a total of 23,887 decisions in the first instance of administrative proceedings. To simplify communication with the public, an ePortal for online submission of complaints was launched. As part of preventive activities, 303 lectures by the Telecommunication Academy were held, attended by over 7,000 people, the majority of whom were children and young people.

As the national coordinator of digital services (DSA), the office launched a specialized website in 2025, established an advisory panel for external consultations, and supervised the obligations of large platforms during the elections to the Chamber of Deputies. A so-called self-identification calculator was prepared for entrepreneurs to facilitate orientation in new digital market regulations.
